LC 3 Chairpersons petition Speaker over unfulfilled gov’t promises

Local Council (LC) 3 Chairpersons have petitioned the Speaker of Parliament, Rebecca Kadaga, over the continued delay by Government to provide them with motorcycles.

The LC 3 Chairperson, Nama Sub County, Mukono district, Erisa Sebaale who led his colleagues before the Speaker, said that they have been waiting for the motorcycles since 2018.

“The motorcycles we were using broke down after only two years, since then, we have been operating on foot,” he said during the meeting held at Parliament on Friday 24 July 2020.

Sebaale said that executing their duties on foot is challenging since they have a lot of movements to make.

“We cannot easily monitor the implementation of government programmes. We are expected to ensure that these programmes are running, but this is now difficult,” he said.

Sebaale added that they tried to engage the Uganda Local Government Association to intervene, but they have not been successful.

“We received communication that Government released funds last year for purchase of motorcycles but up to date, no LC 3 Chairperson has received a motorcycle,” he said.

Sebaale also asked that the Chairpersons should be consulted before the motorcycles are purchased to avoid the purchase of poor quality bikes.

“It is not good to spend billions of shillings on motorcycles which will break down after only two years. We have knowledge of the good quality motorcycles and we are willing to be involved in the identification of the bikes,” he said.

Kadaga said she will follow up with the Minister of Local Government and give her feedback to the Chairpersons next week.
