Panic as Parliament Recommends Sacking of UNRA’s Allen Kagina, KCCA’s Jennifer Musisi Over Incompetence

A report by the Parliamentary Committee of Commissions, Statutory Authorities and State Enterprises (COSASE) has recommended the sacking of 26 top heads of Government agencies including Allen Kagina and Jenifer Musisi of Uganda National Roads Authority (UNRA) and Kampala Capital City Authority’s Jennifer (KCAA) respectively.

The report also recommends the axing of Uganda Revenue Authority’s Doris Akol and Clerk to Parliament, Jane Kibirige.

Other top government officials lined up for the axe including Sam Rwakoojo, the Electoral Commission secretary and Mr Stephen Asiimwe of the Uganda Tourism Board.

In the report that has leaked to the media before it could be tabled before Parliament, the Committee chaired by Bugweri County MP Abdu Katuntu notes that there are inconsistencies in the list submitted by the Secretary to Treasury Keith Muhakanizi in relation to the eligibility to reappointment as stipulated by  the Public Finance and Management Act.

According to the report the Public Finance and Management Act 2015 should be adhered to and all accounting officers who do not ensure proper usage of the public resources should be sacked.

The report faults the Secretary to Treasury for clearing, for reappointment Accounting Officers who fail to use the public resources in an honest manner to be re-appointed without further clearance from either the Auditor General or Internal Auditor General.

The report blames the said officials of stifling government programs blaming their incompetence for the poor performance arguing that the named Accounting Officers cannot properly use the public resources for the benefit of the population.

“Appointing incompetent Accounting Officers is the precursor to financial problems given that already exhibited inability to manage the resources allocated to their entities,” the report says.
