Former CMI Boss Mugira, Ex Museveni Bodyguard Kavuma To Stand Surety For Kayihura

The former Inspector General of Police, Gen Kale Kayihura, has tapped two influential UPDF generals; Maj Gen Sam Kavuma and Maj Gen James Mugira, to stand as sureties to bail him out tomorrow, Daily Monitor reports.

Gen Kavuma is a former aide-de-camp to President Museveni and is currently the deputy Land Forces Commander.

Gen Mugira is a former Chief of Military Intelligence and currently heads the National Enterprise Corporation (NEC) which is the army’s business arm.

Quoting highly-placed sources, Daily Monitor reports that that the ex-police chief settled for the two-star generals after it became evident that none of the full generals at his rank would bail him out.

Some of Uganda’s four-star generals- many retired include President Museveni, his brother Salim Saleh, a senior presidential adviser on Defence matters, First Deputy Prime Minister Moses Ali, Security minister Elly Tumwine and State minister for Works Katumba Wamala.

Gen. Kale Kayihura, detained in Makindye military barracks for over two months, was last week charged in the Court Martial in Makindye. 

Some of the charges include failure to protect war materials and allowing junior officers to kidnap and illegally extradite Rwandan exiles and refugees. The maximum sentence for failure to protect war materials is death.
