President Museveni has canceled the executive order he had issued against Dott Services. President Museveni had last month, ordered government entities from awarding contracts to local construction company Dott Services Limited.
The order by Mr Museveni was contained in a letter dated April 21 that circulated on social media addressed to Permanent Secretaries, the procurement regulations entity Public Procurement and Disposal of Public Assets Authority (PPDA), Ministry of Finance, and Uganda National Roads Authority.
Following Museveni’s cancellation of the order, the government agencies can now freely award relevant contracts to Dott Services limited.
Procedurally the president can rescind his order depending on new information and advice. This development comes after the Attorney General Mr William Byaruhanga advised the president that the order against Dott Services was illegal and government was risking being sued.
Sources indicate that the president was prompted to okay dealings with government after receiving unbiased facts and new details on the activities of Dott Services.
According to the Chief Executive Officer of Dott Services, Mr Venugopal Rao the company had not been served with the alleged order.
“We saw it on the social media and we believe the government doesn’t operate through social media. That’s all we know about it,” Venugopal Rao said.
Mr Venugopal also dismissed media reports that Dott Services was joining electricity generation as new entrants.
According to the CEO, Dott Services Ltd has been in power generation since 2010, explaining that Kabalega Hydro Power Project w as their first venture.
“We have been in electricity generation for many years. We completed Buseruka (9 Megawatts) in January 2013 and we are in the advanced stages of completing Waki in Bulisa district in June 2018,” Rao said.
He said Buseruka which was commissioned by President Yoweri Museveni in 2013 was financed by African Development Bank and Preferential Trade Area (PTA) Bank.
